Peer Review Process

Jurnal Pengabdian Saintis Indonesia (JPSI) applies a double-blind peer review process to ensure the quality, objectivity, and integrity of the manuscripts submitted for publication. The identities of both authors and reviewers are kept confidential throughout the review process. The peer review process is designed to evaluate the academic quality, relevance, originality, methodological rigor, practical significance, and contribution of community engagement activities presented in the manuscript.

Stages of the Peer Review Process

1. Manuscript Submission and Initial Screening
Once a manuscript is submitted to JPSI, the editorial team conducts an initial screening to determine whether the manuscript is relevant to the journal's Focus and Scope. The manuscript is also checked for compliance with the journal's submission requirements, general academic standards, originality, and basic manuscript format. Manuscripts that are outside the journal's scope or fail to meet the basic requirements may be rejected at this stage.

2. Reviewer Assignment
Manuscripts that pass the initial screening are assigned to qualified reviewers with expertise relevant to the topic, methodology, or community engagement approach presented in the manuscript. JPSI normally assigns two reviewers to evaluate each manuscript. Reviewers are selected based on their academic expertise and independence from the authors.

3. Initial Reviewer Assessment
The assigned reviewers assess the manuscript's relevance, academic quality, clarity, originality, and suitability for publication in JPSI. Reviewers may recommend rejection when the manuscript has substantial weaknesses, lacks sufficient academic or practical contribution, or does not adequately address the requirements of a community engagement publication.

4. Double-Blind Peer Review
Manuscripts that pass the initial assessment proceed to the double-blind peer review stage. During this process, the identities of both authors and reviewers remain confidential. Reviewers evaluate the manuscript independently and provide objective comments and recommendations to the editor.

5. Detailed Reviewer Evaluation
Reviewers conduct a detailed assessment of the manuscript. The evaluation may include the clarity of the community problem, objectives of the activity, relevance of the intervention, engagement of community partners, implementation methods, data collection and evaluation procedures, results, community impact, innovation, sustainability, supporting evidence, references, and clarity of academic writing.

6. Reviewer Recommendation
After completing the review, reviewers provide recommendations to the editor. The possible recommendations are:

  • Accept — the manuscript is suitable for publication without substantial revision.
  • Minor Revision — the manuscript requires limited revisions before publication.
  • Major Revision — substantial revisions are required before the manuscript can be considered further.
  • Reject — the manuscript does not meet the journal's academic, methodological, or publication standards.

7. Reviewer Feedback and Revision
When revisions are required, the editor communicates the reviewers' comments and recommendations to the authors. Authors are expected to revise the manuscript carefully and respond to the reviewers' comments within the timeframe specified by the editorial team. Revised manuscripts may be returned to the reviewers for further evaluation when necessary.

8. Editorial Decision
The final decision is made by the editor based on the reviewers' recommendations, the quality of the revised manuscript, and the journal's editorial policies. The final decision may include acceptance, a request for further revision, or rejection. The editorial decision is communicated to the corresponding author through the journal's submission system.

Ethical Guidelines for Journal Publication

The publication of scholarly articles in a peer-reviewed journal is an essential contribution to the development and dissemination of knowledge. Published articles should present original, responsible, and evidence-based contributions to community engagement and community development.

JPSI expects all parties involved in the publication process to act professionally, honestly, transparently, and ethically. Editorial decisions are based on academic quality, relevance, originality, and contribution rather than commercial interests. The publisher and editorial team are committed to protecting the integrity of the publication process and the scholarly record.

1. Duties of Editors

Publication Decisions
Editors are responsible for making decisions regarding the publication of submitted manuscripts based on their academic quality, relevance to the journal's Focus and Scope, originality, practical significance, and compliance with journal policies. Editors may consult reviewers, members of the editorial board, or other experts when making editorial decisions.

Fairness and Impartiality
Editors must evaluate manuscripts objectively and fairly based on their intellectual and academic content. Editorial decisions must not be influenced by the authors' institutional affiliation, nationality, gender, religious beliefs, political views, or other personal characteristics.

Confidentiality
Editors and editorial staff must maintain the confidentiality of submitted manuscripts. Information concerning a manuscript should only be shared with the corresponding author, reviewers, potential reviewers, editorial advisors, and the publisher when appropriate.

Disclosure and Conflicts of Interest
Editors must not use unpublished information from submitted manuscripts for their own research or personal benefit without the explicit written permission of the authors. Editors should declare and appropriately manage any conflict of interest associated with a submitted manuscript.

Handling Ethical Concerns
Editors should take appropriate action when ethical concerns, suspected plagiarism, duplicate publication, fabricated data, falsification, or other forms of misconduct are identified. Where necessary, editors may request clarification, corrections, retractions, or other appropriate actions.

2. Duties of Reviewers

Contribution to Editorial Decisions
Peer review assists editors in making informed editorial decisions and helps authors improve the quality, clarity, and academic contribution of their manuscripts.

Confidentiality
Reviewers must treat all manuscripts received for review as confidential documents. They must not disclose, copy, distribute, or discuss the manuscript or its contents with others without authorization from the editor.

Objectivity
Reviews should be conducted objectively, fairly, and constructively. Personal criticism of authors is inappropriate. Reviewers should clearly explain their comments and provide reasonable academic justification for their recommendations.

Assessment of Community Engagement Quality
Reviewers should assess the relevance and urgency of the community problem, clarity of objectives, appropriateness of the intervention, involvement of community partners, implementation process, evidence of outcomes, community impact, innovation, sustainability, and the overall scientific and practical contribution of the manuscript.

Recognition of Sources
Reviewers should identify relevant published work that has not been appropriately cited by the authors. Reviewers should also notify the editor if they identify substantial similarity, duplication, or overlap between the submitted manuscript and previously published work.

Conflict of Interest
Reviewers must disclose any potential conflict of interest that could affect the objectivity of their evaluation. Reviewers should decline the assignment when a significant conflict of interest exists.

3. Duties of Authors

Reporting Standards
Authors should present an accurate and clear description of the community engagement activity, including the background, objectives, implementation methods, participants or community partners, results, outcomes, and impact. Claims should be supported by appropriate evidence.

Accuracy of Information and Evidence
Authors are responsible for ensuring that information, data, photographs, tables, figures, evaluation results, and other evidence presented in the manuscript are accurate and properly documented. Fabrication, falsification, or misleading presentation of evidence is unacceptable.

Originality and Plagiarism
Authors must ensure that their manuscript is original. Any ideas, words, data, images, or other materials obtained from other sources must be appropriately acknowledged and cited. Plagiarism, including substantial copying without proper attribution, is considered unethical publishing behavior.

Originality of Community Engagement Activities
Authors should provide an honest account of the community engagement activities reported in the manuscript. Activities, outcomes, or evidence must not be fabricated, falsified, or presented in a misleading manner.

Multiple, Redundant, or Concurrent Publication
Authors should not submit the same manuscript to more than one journal simultaneously. Manuscripts describing substantially the same work should not be published in multiple journals without appropriate justification and disclosure.

Acknowledgment of Sources and Contributions
Authors must properly acknowledge the contributions of individuals, institutions, community partners, funding organizations, and other sources of support where appropriate. All sources cited in the manuscript must be accurately represented in the reference list.

Authorship
Authorship should be limited to individuals who have made significant contributions to the conception, implementation, analysis, documentation, or preparation of the manuscript. All listed authors should approve the final version of the manuscript and agree to its submission.

Conflicts of Interest
Authors should disclose any financial, institutional, personal, or other relationships that could influence the interpretation or presentation of the reported work.

Ethical Considerations
Authors are responsible for ensuring that community engagement activities are conducted responsibly and respectfully. Where applicable, authors should consider informed consent, privacy, confidentiality, protection of participants, and other relevant ethical requirements.

If authors discover significant errors or inaccuracies in their published work, they should promptly notify the editor or publisher and cooperate in correcting or, where necessary, retracting the article.
